  • The United States government has prepared a strategy to help accelerate the growth of global commerce across the Internet. Under the leadership of Vice President Gore, an interagency working group on Electronic Commerce1 has prepared this framework. The FRAMEWORK establishes a set of principles to guide policy development, outlines the Administration positions on a number of key issues related to electronic commerce, and provides a road map for international negotiations, where appropriate. It also identifies which government agencies will take the lead in implementing this work.

It has been developed to provide curriculum support for the joint HBS/HLS/KSG course on Internet business strategy, law, and policy (STP-307 in the Kennedy School catalog). Over the past seven years, Privacy International has been at the forefront of opposing these proposals in a number of countries including Australia, New Zealand, the Phillippines, Thailand, the United Kingdom and the United States.   • On May 8, 1996, Netscape Communications Corporation, joined by Voxware, Inc. and InSoft, Inc., asked the Federal Communications Commission to dismiss a petition filed by a group of small long-distance telephone companies seeking to immediately ban the sale of all Internet telephony software Netscape's brief to the FCC proposed that the federal government forbear from regulation of Internet services, preempt state public utility commission regulation of Internet "telecommunications," and promote the interests of the Internet and US Internet-centric firms in the global communications marketplace. Netscape's opposition is posted here in full, with only stylistic modifications to the format in order to utilize the more robost capabilities of HTML, the "mark-up" language of the WWW.
